Disable album for guest users

Guest can create album and create a collection of images. However, this has been increasingly been used by spammers and scammers to use site reputation to sell products and scam people. Hence, an option in admin console to disable this feature for guest users and only registered users able to create albums.

👏Where did you saw this?

This was feature was only introduced in 3.12.10 and before guest couldn't upload to album.
