Different flood protection

Hi ,
I have a idea.
Can we enable different limit of flood protection between registered user and guest?
Setting the limit of guest upload can attract them to sign up. Also, we can decrease the damage of spam images. With the email white list and blacklist which is in the to-do list, if we only allow gmail and Hotmail user to sign up, Google and Microsoft just like helping us to do the first level spam protection.

Hope you can accept my opinion.
