Awaiting feedback Creating a custom theme

So the question is, how to create a new theme. I get how to clone the current theme Peafowl and change it under settings to use a new theme. What I want to do is create a custom theme under
/lib/Peafowl/Peafowl.css so it would be /lib/mytheme/mytheme.css
In case of updates I don't want to modify the originals but I can't find where to change this.
So in what file and on what line does it say to use /lib/Peafowl/Peafowl.css so I can change that rather then modify that css file?
 
Copy the folder, change the files then set the new theme on the dashboard, nothing difficult.
 
You create a new theme as described by duplicating the Peafowl theme folder, and then do CSS overrides in the style.css portion of the new theme folder. There's no reason to modify the peafowl in /lib.
