Contact form and IP ban

Does an IP ban block use of the contact form?

I have had a small amount of contact form spam and a check on the IP address shows that it is coming from countries that are unlikely to host valid users of my service. I have placed a ban on the IP using a wildcard (for example 103.77.43.*)

My question is: will this block use of the contact form by users of that range of IP addresses?

Hi guys.
Due to child porn flood, I accidentally banned local server IP. For some reason, user uploaded images appear as a local IP address, Yeah, I know, stupid move, but seeing such images I just trying delete this content and ban user urgently. Too fast apparently.
Now I need to remove ban manually. Is there a file which can be edited from the server side? I can't locate such a file. Trying to solve the issue before I just reinstall chevereto. It wasn't populated, was installed for personal use only but somehow pedophiles find out about it.

Server banned themselves ๐Ÿ™‚ Everyone, no matter from what IP, get "You have been forbidden to use this website." ๐Ÿ™‚
As I realized, probably every user appear in the log as a user with local IP address. Probably it's caused by the ISP firewall or network configuration which is outside my jurisdiction.
I really need to edit file via ssh ๐Ÿ™‚
