Change nsfw option and flag feature

I am currently hosting a website where it IS allowed to upload nsfw images, but they cannot contain full nudity. For this reason I would like to change/add the following:

- Possibility to flag contents as non safe material by users which are not admins
- Change the nsfw upload option to have another text (image contains full nudity instead of nsfw)
