Can't finish image upload after upgrade

After upgrading from V3 to V4 i see error when i want to upload image:

"No file can be uploaded"



▶ Reproduction steps
  1. Update from V3to V4
  2. Try to upload image
  3. And got error: "No file can be uploaded"

"No file can be uploaded"

📃 Error log message

There is no changes on error_log file in Cpanel at all.
