Add so that admins can set who can assign images to what category.
Some times like me or other users with script would probably like to limit categorys to their own content, like let's say i make image host and i want to set so i can only assign car images to car category, that way spams/off-topic users or guests cannot assign images that has nothing todo with cars to the cars category.
This way it will look alot cleaner since i have had few users uploading images that does not have anything related to this and i have to move images from it to it's correct category.
