The Vibration API enables web browsers to deliver vibration pulses to the user, check the demo here. This is useful for providing feedback for user triggered actions, for example if you get an alert or if you pressed a button. The pulse can be customized (time), from a subtle haptic feedback up to long pulses.

I noticed that Twitter web does vibration on Tweet, refresh, etc.

I don't know? As every phone comes with vibration support I assume that this concerns all mobile users.
