Limit image categories to Admins/Mods only

Idea is limit ability to categories the image only for Admins/Mods. This will allow us to create a catalog site with handpicked images from the huge volume of images uploaded daily to our site.

My objective here is to stop the users from uploading junk images to a particular Category. So Chevereto site has a high quality hand picked image catalog.
