Image upload disabled for Admins

Hi,
I updated my version from 3.8.3 to 3.9.2 today.
After updating the version, I noticed that UPLOAD option is disabled for Admin users as well.

Enabled/Disabled image upload doesn't affect administrators.

Can you please help me to fix it?
