Yes, everybody who wants to upgrade to v4 will have to pay.

what do you mean by recent sales? that includes the 50% off if i pay today, do i get free upgrade

Upgrade fee will be flat for everybody. There will be just one single upgrade fee.

The upgrade fee discount applies regardless how much you payed. It applies depending how far away from v4 release date you purchased this.
