Create account button pop-up

This issue applies to a site that is set up for Community Private mode with sign ups allowed.

Several users have reported that with some browsers part of the pop-up form on the Create account button is not visible. In particular the Submit button.

I thought it best to avoid the pop-up form and to take the new user directly to the signup page.

I have made a small (and probably dirty) modification to Peafowl header.php at about line 379
