with utf-8 work to, but you must save the files in UTF8 en not ANSI

The best way is if you define the CHAPSET in each langueage file
like so:
ru.php

after:
// TITLES
add:
define('CHAPSET', 'windows-1251');

en in index.php change

to

and in file en.php, es.php, fa.php
after
// TITLES
add
define('CHAPSET', 'utf-8');
